The Nigerian Maritime Administration and Safety Agency (NIMASA) is the regulatory authority responsible for ensuring safety, security, and professionalism within Nigeria’s maritime sector. One of its key functions is the training and certification of seafarers in compliance with international standards, particularly the STCW Convention (Standards of Training, Certification and Watchkeeping for Seafarers).
The Nigerian Maritime Administration and Safety Agency (NIMASA) is the apex regulatory and promotional maritime agency. The Agency was created from the merger of National Maritime Authority and Joint Maritime Labour Industrial Council (former parastatals of the Federal Ministry of Transport) on the 1st August 2006. The obligation of regulating the Maritime industry in Nigeria rests on the Agency through the relevant instruments :-
The Agency was established primarily for the administration of Maritime Safety Seafarers Standards and Security, Maritime Labour, Shipping Regulation, Promotion of Commercial Shipping and Cabotage activities, Pollution Prevention and Control in the marine environment, the Agency also implements domesticated International Maritime Organization (IMO) and International Labour Organization (ILO) Conventions.

- Completed NIMASA Form B1
- Current tax clearance certificate of the company
- Current tax clearance certificate
- Certified true copy of Form CAC 7 (Particulars of Directors)
- Certified true copy of Certificate of Incorporation
- Certified true copy of Memorandum and Article of Association of which the share capital must not be less than N100 Million, and the object of the company must be shipping.
- Latest Audited Report
- Evidence that the company has filed its annual returns
- Evidence of registration as a Licensed customs agent
- Joint venture Agreement for oil or specialized lifting operations where applicable
- Copy of Current list of each owned vessel
- A reference from the bank
Steps to Take;
- Collect Debit note from the desk officer in charge of Debit Note
- Visit http://www.remita.net to generate your Remita Retrieval Reference (RRR) number
- Using your RRR number, pay at the bank or through your e-banking application and print out the Remita receipt.
- With both your receipt receipt and debit note, visit the Agency’s Financial Services Department on the 4th Obtain your NIMASA receipt.
- With your receipt, pick up your form B1 from the Legal Services Department on 7th Carefully fill the form and ensure to sign, seal or stamp and date the form.
- Write an application letter addressed as follows:
